Rider’s plea falls on deaf LTO ears
May 15, 2008 LTO implements a certein AO generally known as Administrative Order AHS-2008-015 the said AO covers certein rules regarding the use of motorcycles in the road such as wearing proper gears and prohibiting modifications for motorcycles.
The said AO has become a point of abuse by many LTO and traffic enforcers in addition to the fact that the said AO was not properly announced to the public. The said AO has a lot of gray area as the order prohibits all types of modification. Because of this a rampant apprehension was experienced by a lot of motorist.
Because of the confusion the LTO Chief Mr. Suansing organize a meeting with the Motorcycle Communities like the MCPF, the meeting tok place on August 13, 2008 at his office in DILIMAN. To much dismay Mr. Suansing failed to arrive because he was in another meeting with the DOTC that day. The meeting ended with the following conclusion.
1. We need to run the technical working group or workshop in order for us to help the LTO define each part of the motorcycle and what modifications are acceptable by the manufacturer’s standards…
2. We need to run the technical working group or workshop to determine the proper and allowable cargo/carriers/bags on a motorcycle…
3. We need to run the technical working group or workshop to determine the ruling on electrical accessories such as lights, horns etc, etc…
4. We need to re-define the scope and parameters determining the extent or circumstances that will allow us to lane-split…
5. We need to identify the duly appointed officers who can carry the apprehensions based on the AO…
6. We need to publicly announce and share the information on a nationwide scale…
And so the workshop was agreed to take place at September 10, 2008. And the Motorcycle group was once again failed by the LTO because there were no workshop that took place. What happened was a daunting presentation in which they were grouped into five and told to write in manila paper all of their comments. The details of the failed workshop is here.
Now the motorcycle group feels that their plea has just fallen to deaf ears, to them the LTO has no intention of working with the Motorcycle Groups to solve problems regarding laws with the motorcycles. As of now the rule about Administrative Order AHS-2008-015 is still unclear motorist are still in fear of being apprehended for the modification they have installed in their motorcycles.
